人的素质是推动历史上经济发展格局变化的核心要素,对中国经济发展格局演变的意义愈加重要。新时代,以习近平同志为核心的党中央,面对新冠肺炎疫情引发的国内外格局的变化,对经济发展作出了新的战略安排,要形成在人力资源依托下的以国内大循环为主体、国内国际双循环相互促进的新发展格局。针对当前我国人力资源在构建新发展格局上的短板,需要通过发展教育培训、加强宏观调控、调节流动机制等措施持续提升人才质量、调整人才结构、引导人才流动,从转变发展动力、释放内需潜力与优化区域发展3个角度对新发展格局形成有效依托,为新发展格局提供持续稳定、高质高效的智力保障。

The quality of human beings is the key factor in promoting the change of economic development pattern in history,and it has becoming more and more critical to the evolution of China’s economic development pattern.In the context of the new era,the Party’s Central Committee headed by comrade XI Jinping has put forward new strategic arrangements for economic development in the face of variations in the domestic and international patterns triggered by the epidemic,it is necessary to form a new development pattern supported by human resources,which is dominated by the domestic circulation and complemented by the mutual promotes between domestic and international circulations.Because of the gap in constructing the new development pattern of our country’s human resources,it is necessary to continuously improve the quality of talents,adjust the structure of talents and guide the flow of talents by developing education and training,strengthening macroeconomic regulation,and regulating the flow mechanism,the new development pattern is effectively supported from three aspects:transforming the development impetus,releasing the potential of domestic demand and optimizing regional development,which provide sustained,stable,high-quality and efficient intellectual insurance for the new development pattern.
