双碳目标和绿色金融发展政策融会贯通,双碳目标为绿色金融发展提供难得发展机遇,而绿色金融也将助力双碳目标的实现。在分析我国绿色金融发展内涵、现状和积极效应基础上,针对我国绿色金融发展在推进过程中存在的绿色金融政策机制、标准规范有待完善;绿色金融体系与绿色产业不匹配,绿色金融配套基础设施薄弱;绿色产品创新不足,疫情影响绿色产品的市场化运作;绿色理念有待提升,绿色金融主体参与度不高等困难和挑战,借鉴国际发达国家相关经验,基于我国经济现实提出完善绿色金融政策体系,优化各部门协调合作,构建绿色金融发展政策支撑,加强绿色金融配套基础设施建设,加强绿色金融相关技术手段、提升绿色金融实践能力等建议。

The“dual carbon”goal and green finance development policy are integrated.The“dual carbon”goal provides a rare development opportunity for the development of green finance,and green finance will also help to achieve the“dual carbon”goal.Based on the analysis of the connotation,current situation,and positive effects of China’s green finance development,the green finance policy mechanism,standards,and norms in the process of promoting China’s green finance development need to be improved.The green financial system does not match the green industry,and the supporting infrastructure of green finance is weak.The lack of green product innovation affects the market-oriented operation of green products.The green concept needs to be improved,and the participation of green financial subjects is not high,which is challenging.Through the relevant experience of international developed countries and based on China’s economic reality,this paper puts forward to improve the green financial policy system,optimize the coordination and cooperation of various departments,and build the policy support for the development.
