社会治安服务作为社会公共服务的一项重要内容,具有明显的公共产品属性,因此,根据公共经济学领域中的公共产品理论,可以将社会治安服务划分为纯公共治安服务、可私有化的治安服务和可社会化的治安服务三种不同的类型。不同类型的治安服务在公共性上存在的差别,促使社会治安服务逐渐地走出由政府进行垄断供给的局限,为市场供给和志愿供给提供了可能性,在政府、市场和第三部门等主体共同提供治安服务的境况之下,多元主体之间达成合作供给成为进一步满足社会公众日益多元化治安需求的一条现实进路。

Social security service,as an important content of social public service,has obvious public goods attribute.Therefore,according to the theory of public products in the field of public economics,public security services can be divided into pure public security service,privatization of public service and social security services.The differences in the publicity of different types of public security services have prompted social security services to gradually get out of the limitation of monopoly supply by the government,and provided the possibility for market supply and voluntary supply.Under the situation that the government,the market and the third sector jointly provide public security services,cooperative supply among multiple subjects has become a realistic way to further meet the increasingly diversified public security needs.
