双重预防机制实施保障体系研究

Research on Implementation Assurance System of Dual Prevention Mechanism

双重预防机制是安全管理领域一项新的管理机制,为使其与现有安全管理体系相互融合、促进,研究实施保障体系构建十分必要。本文提出责任制、制度、文化、考核四重实施保障体系,前端明确“谁来做”,重点明确落实过程中各项任务的责任,形成双重预防体系责任制;中端明确“如何做”,通过具体制度明确风险管理与隐患排查的各种要求,为实际操作提供指导;此外,通过与安全文化的深度融合,将执行过程由外在制度约束变为内在自发行动;后端明确落实效果,依据优化方案中各项任务要求,逐一制定考核目标细则,形成PDCA循环。本文研究为双重预防机制在实际企业安全管理中落实、落地提出可靠途径,可为不同企业提供参考、借鉴。

Dual prevention mechanism is a new management mechanism in the field of safety management.In order to make it mutually integrate and promote with the existing safety management system,it is necessary to study the construction of the implementation assurance system.In this paper,an implementation assurance system was put forward from the four aspects of responsibility system,institution,culture and evaluation."Who will do"is determined in the front-end,focusing on determining every task’s responsibility in the course of implementation and formulating the responsibility system for the dual prevention mechanism."How to do"is determined in the middle-end,in which every kind of requirements for risk management and Yinhuan investigation are determined through the specific systems,so as to provide guides for the actual operation.In addition,the executive processes are transformed from the external system constraint to the internal spontaneous behavior.The implementation effect is determined in the rear-end,in which the detailed rules and regulations of evaluation goal are formulated one by one according to the requirements of every kind of task,so as to form PDCA circulation.The research results provide a reliable route for implementing the dual prevention mechanism in the actual safety management of enterprises and provide a reference for different enterprises.
