双循环格局下铁路货运发展策略研究

Research on the Development Strategy of Railway Freight Transportation under the Paradigm of Dual Circulation

随着我国双循环新发展格局的形成,铁路货运面临新的挑战,研究双循环格局下铁路货运的发展策略具有较高现实意义。首先从历史数据层面总结分析了铁路货运的发展现状;其次从国际、国内两方面分析了双循环格局下铁路货运发展的新环境;最后提出了铁路货运应当从稳步拓展外循环和积极促进内循环两方面实现双循环相互促进发展的新格局,可以从大力发展中欧班列和促进西部陆海通道建设两方面拓展外循环,通过加强铁路基础设施建设、积极推进大宗货物“公转铁”以及发挥铁路在综合交通一体化中的作用可以有效促进内循环。

With the formation of the new development paradigm of dual circulation in China,railway freight transportation is facing new challenges.It is of great practical significance to study the development strategy of railway freight transportation under the development paradigm of dual circulation.Firstly,this paper summarized and analyzed the development status of railway freight transportation with historical data.Secondly,the paper analyzed the new development environment of railway freight transportation under the paradigm of dual circulation from both international and domestic aspects.Finally,it proposed to build the new pattern of promoting mutual development of dual circulation from the perspectives of steadily expanding the overseas market and actively promoting the domestic market.Specifically,the overseas market can be expanded by vigorously developing China-Europe Railway Express and promoting the construction of new western land-sea corridor.The domestic market can be boosted by strengthening railway infrastructure construction,actively promoting the“freight transportation shift from road to railway”for bulk goods,and giving full play to the role of railway in comprehensive transportation integration.
