Discussion on Adjustment Influence of Railway Freight Rate Route

铁路货物运输费用的计算离不开铁路货物计费径路,随着铁路营业里程不断增长,路网结构日益完善,铁路货物计费径路对铁路货发量和营业收入的影响日益加重。为降低物流成本,提高铁路运输效率和效益,结合历次铁路车流径路调整,国铁集团对铁路货物计费径路进行了多次优化。在回顾铁路货物计费径路历史沿革的基础上,对北京局集团公司货物计费径路调整情况进行分析,对比径路调整前后货发量、运输收入、清算收入变化,探讨货物计费径路调整对整体运输组织的影响,并结合国家政策、数据应用以及运输组织实际情况,提出做好货物计费径路调整工作的建议。同时,在应用计费径路调整带动铁路整体运输效益增长方面进行了有益探索。

The calculation of railway freight transportation rate cannot go without railway freight rate route.As the railway operating mileage extends and the railway network structure becomes increasingly well established,the railway freight rate route has growing influences on railway freight volume and revenue.To reduce logistics costs and improve railway transportation efficiency and benefit,China State Railway Group has optimized its railway freight rate routes several times in concert with the previous adjustments of railway car flow routing.On the basis of reviewing the historical evolution of railway freight rate routes,this paper analyzed the adjustments of freight rate routes by China Railway Beijing Group,compared the freight volume,transportation income,and liquidation income before and after the route adjustments,and discussed the impact of such an adjustment on the overall transportation organization.Then,suggestions on effective adjustments of freight rate routes were put forward by investigating the national policies,data application,and the actual situations of transportation organization.Conducive explorations were also conducted in promoting the growth of the overall railway transportation benefit through rate route adjustments.
