河南省数字经济发展水平测度与分析

Measurement and Analysis of the Development Level of Digital Economy in Henan Province

基于河南省2012年至2019年18个地级市的面板数据,构建指标体系,分别从数字基础设施、数字化应用、社会创新能力入手,采用熵权法测量河南省的数字经济发展指数。分析结果表明:河南省数字经济发展在2012年至2019年间总体上呈现出逐年递增的时序特点,2016年之后则更加明显;不同地级市的数字经济发展水平差异较大;可以把这些城市的数字经济发展状况划分为平稳发展型、快速发展型和跳跃发展型三大类。最后,笔者从智慧城市建设、数字化企业培育、传统产业数字化转型以及数字政府建设四个方面提出了相应对策。

Based on the panel data of 18 prefecture level cities in Henan Province from 2012 to 2019,this paper constructs an index system to measure the digital economic development index of Henan Province by using entropy weight method from the aspects of digital infrastructure,digital application and social innovation ability.The results show that:the development of digital economy in Henan Province shows an increasing trend from 2012 to 2019,especially after 2016;The development level of digital economy in different prefecture level cities is quite different;The development of digital economy in these cities can be divided into three types:stable development type,rapid development type and leap development type.Finally,the paper puts forward the corresponding countermeasures from four aspects:the construction of smart city,the cultivation of digital enterprises,the digital transformation of traditional industries and the construction of digital government.
