摘要
为科学评价河湖长制工作情况,选取反映河湖长制组织体系建设、河湖长制制度及机制建设、河湖长履职、河湖治理和基础保障5个方面的20项评价指标构建评价指标体系,确定评价指标分级标准,耦合熵权法、G1法和变异系数法确定指标权重,建立集对分析联系数模型。利用该模型对2020年江苏省13个设区市河湖长制工作进行评价,结果表明从整体上看,江苏省河湖长制工作水平差异较大,连云港和无锡远高于盐城和扬州,部分实施情况较落后的地区存在较大的提升空间,与实际情况相符,评价模型合理可行。
In order to scientifically evaluate the work of the river and lake chief system, 20 evaluation indexes reflecting the construction of the river and lake chief organization system, the construction of the river and lake chief system and mechanism, the performance of the river lake chief, the river and lake governance and basic guarantee were selected to build the evaluation index system. The classification standard of the evaluation index was determined. The index weight obtained by coupling entropy weight method, G1 method and variation coefficient method was used to establish set pair analysis connection number model. The model was used to evaluate the work of river and lake chief system in 13 districts and cities in Jiangsu Province in 2020. The results show that on the whole, there are great differences in the work level of river and lake chief system in Jiangsu Province. Lianyungang and Wuxi are much higher than Yancheng and Yangzhou. There is a large room for improvement in some backward areas, which is consistent with the actual situation. The evaluation model is reasonable and feasible.
