“十四五”背景下京津冀协同发展与雄安新区建设

Coordinated Development of Beijing, Tianjin and Hebei and Construction of Xiong’an New Area during the “Fourteenth Five-Year Plan Period”

推动京津冀协同发展是一个重大国家战略,几年来,京津冀协同发展取得了明显的阶段成果。京津冀协同发展的政策与规划体系基本完善,区域经济一体化趋势基本形成,京津冀协同对经济发展促进效果明显,京津冀空间布局不断优化。“十四五”时期京津冀协同发展具有有序疏解非首都功能进入集中疏解新阶段、北京确立高端国际消费城市的新定位、北京金融中心进一步巩固以及北京城市副中心建设形成新的增长极等新特征。作为北京非首都功能疏解集中承载地的雄安新区,也进入了新的发展阶段。雄安新区建设面临定位高与基础薄弱、“千年大计”与建设时序、公共服务引入与城市人口聚集的协同等矛盾。在雄安新区城市与产业发展过程中,需要解决人口来源、产业发展、城市管理与文化先行、公共服务供给和建设资金来源等问题。

Promoting coordinated development of Beijing,Tianjin and Hebei is an important state strategy.Over the past few years,remarkable periodic achievements have been obtained in the coordinated development of Beijing,Tianjin and Hebei.The policy and plan system for the coordinated development of Beijing,Tianjin and Hebei have been basically completed and the trend of regional economic integration has been basically formed.Coordinated development of Beijing,Tianjin and Hebei plays a remarkable role in promoting economic growth and spatial layout of Beijing,Tianjin and Hebei has been constantly improved.During the“Fourteenth Five-Year Plan Period”,coordinated development of Beijing,Tianjin and Hebei will display the following new characteristics such as transforming orderly decentralization of Beijing’s non-capital function into focused decentralization,establishing Beijing’s high-end international consumption metropolis status,consolidating Beijing’s role as a financial center,and forming new growth polar with the construction of Beijing’s subsidiary center.As a carrier of decentralizing Beijing’s non-capital function,the development of Xiong’an New Area has entered a new era.The construction of Xiong’an New Area faces the following dilemmas such as high positioning and weak foundations,“one thousand year plan”and construction order,introduction of public service and conglomeration of urban population.In the process of Xiong’an New Area’s city and industrial development,the problems of incoming population,industrial development,city management and cultural priority,public service supply,and construction funds should be solved.
