信息科学部RCC评审机制试点工作实践与思考

Practice and Considerations on the Pilot Work of the RCC Review Mechanism in Department of Information Sciences

本文介绍了国家自然科学基金委员会信息科学部“负责任、讲信誉、计贡献(Responsibility,Credibility,Contribution,RCC)”评审机制的改革试点范围、个性化指标设计以及数据记录机制。通过函评意见的审读、申请人对函评意见的反馈以及评审专家的调查问卷分析,评估了RCC试点工作的成效。总结了RCC试点工作中的问题,并提出了改进建议。统计分析结果表明RCC机制试点方案得到了广大项目申请人和领域专家的普遍支持和认可,起到了对评审专家进行正面引导和正向激励的作用。

The“Responsibility,Credibility,Contribution”(RCC)mechanism from the National Natural Science Foundation of China(NSFC)is introduced in this paper,including the reform scope,measurement design and record rules.The RCC effect is evaluated from the checks of funding review comments,feedbacks from applicants,and questionnaires from funding reviewers.We also summarize the problems and suggestions of RCC.It is showed that the funding applicants and reviewers widely support RCC,and RCC encourages and promises the NSFC review works.
