DB34/T 3450《企业防雷安全生产标准化及评级规范》实施效果评估研究

Research on the Implementation Effect Evaluation of DB 34/T 3450,Guideline and rating for protection and safety in lightning enterprises

地方标准实施效果评估可有效解决标准缺失滞后老化问题。根据安徽省地方标准实施效果评估工作指南和对DB34/T 3450《企业防雷安全生产标准化及评级规范》技术要求的理解,构建了标准适用性、协调性、执行情况和实施效益等4个准则要素以及14个指标要素的实施效果评估体系;根据标准目的导向原则,针对使用者开展问卷和实地调查。评估结果表明:标准采用了先进技术成果,与防雷监管水平相适应,与现行标准相协调,无需更新;标准体现安徽优势、符合地方实际,是气象行业防雷监管标准的补充;标准实施取得了显著的经济、社会和生态效益。针对标准化工作,提出:加大标准宣贯力度;发挥关键少数的督导、示范作用,倡导适用者主动应用标准;建立健全依标监管工作机制的建议。

The evaluation of the implementation effect of local standards can effectively solve the problems of lacking standards and out-of-date standards.According to Guide for the Evaluation of the Implementation Effect of Local Standards in Anhui Province and the understanding of the technical requirements of DB 34/T 3450-2019,Guideline and rating for protection and safety in lightning enterprises,this paper constructs the implementation effect evaluation system of 4 elements such as standard applicability,coordination,implementation and implementation benefit,as well as 14 indexes.According to the standard purpose-oriented principle,the questionnaire and field survey are carried out for the users.The evaluation results show that the standard adopts advanced technical achievements,adapts to the lightning protection supervision level,coordinates with the current standard,and does not need to be updated.The standard reflects the advantages of Anhui and conforms to the local reality,which is a supplement to the lightning protection supervision standard of the meteorological industry.The implementation of the standard has achieved remarkable economic,social and ecological benefits.For standardization work,this paper puts forward some suggestions:strengthening the publicity and implementation of standards,give play to the supervision and demonstration role of key minorities,and advocate the active application of standards by applicators,and establish and improve the supervision mechanism according to standards.
