2021年6月18日,自然资源部正式发布了TD/T 1064-2021《城区范围确定规程》,标准于当日开始实施。该规程的制定是为了识别城区实体地域范围及其对应的城区范围,服务于国土空间规划编制、实施与监督等管理工作。本文主要介绍了《城区范围确定规程》的制定背景和意义,对标准的主要内容与技术难点作了解读,以更好地指导城区实体地域范围及其对应的城区范围的确定工作,推动标准的贯彻落实,为国土空间规划提供基础的空间数据支撑。

The Ministry of Natural Resources officially issued TD/T 1064-2021,Code of practice for standard urban built-up area delineation on June 18,2021,which came into force on that day.This standard is designed to delineate the geographical scope of the physical urban built-up area and its corresponding urban built-up area,which serves the compilation,implementation and supervision of territorial space planning.This paper describes the background and meaning of the standard,interprets its main content and technical difficulties with the purpose of guiding the delineation of the physical urban built-up area and urban built-up area,aiming to facilitate the implementation of the standard,and provide the basic spatial data for territorial spatial planning.
