基于PMC指数模型的中医药事业高质量发展政策分析

Policy analysis of high-quality development of traditional Chinese medicine based on PMC index model

目的 为中医药事业发展政策的优化提供参考。方法 使用ROSTCM文本挖掘工具初步筛选文献,构建PMC指数模型,对结果进行PMC指数和可视化PMC曲面分析。结果与结论 共纳入33项中医药事业相关政策,设置了一级变量10项、二级变量46项。33项政策的PMC指数平均值为6.15,其中2项为优秀级政策,其余的为良好级政策。一级变量中,政策公开、政策评价、政策领域的指标得分相对较高,而发布时间、政策级别、政策类型得分较低。对凹陷指数及二级变量的分析可以看出,国家级政策做出宏观规划,在政策目标及内容方面不够具体,得分较低,而地方性政策通常规划得比较具体详细。总体来看,中医药事业发展相关政策在政策体系建设、政府投入、人才建设、筹资配套政策、市场准入规则、责任主体、法律保障等方面仍有较大提升空间。

OBJECTIVE To provide reference for the optimization of development policy of traditional Chinese medicine.METHODS ROSTCM text mining analysis software was adopted to screen the literature preliminarily,the PMC policy index model was built,and the results by PMC index and visual PMC surface were analyzed. RESULTS & CONCLUSIONS A total of33 policies related to traditional Chinese medicine were included,and 10 primary variables and 46 secondary variables were set.The average PMC index of 33 policies was 6.15,of which 2 were excellent policies and the rest were good policies. Among the primary variables,the scores of policy openness,policy evaluation and policy field were relatively high,while the scores of release time,policy level and policy type were low. The analysis of sink index and secondary variables showed that the macro planning of national policies was not specific enough in terms of policy objectives and contents,with low score,while the local policies were usually planned in detail. Generally speaking,there is still much room for improvement in the policies related to the development of traditional Chinese medicine in terms of policy system construction,government investment,talent construction,financing supporting policies,market access rules,responsible subjects and legal guarantee.
