数字贸易领域的大国博弈与竞争正从科技实力向技术标准以及国际规则制定权竞争领域集中。规则博弈成为当前大国博弈的重要前沿领域,赢得数字贸易规则制定权,也就赢得了未来发展的主动权,这进一步凸显了研究制定出台数字贸易“中国方案”的紧迫性和重大意义。本文在探索构建中国数字贸易概念与统计体系以及研判全球数字贸易发展与竞争格局基础上,重点探讨全球数字贸易规则的重点领域与未来动向,对标对表CPTPP、USMCA、RCEP等新一代全球经贸协定,围绕数字贸易重点议题,对其演变进程、趋势性特征等进行研究,并提出积极参与全球双多边数字贸易谈判的“中国方案”及其实施建议,通过完善数字贸易规则与治理体系,把握甚至引领全球数字规则主导权。

The great power game and competition in the field of digital trade is concentrating from the field of scientific and technological strength to the competition of technical standards and international rule-making rights.The game of rules has become an important frontier of the current game of great powers.Winning the right to formulate digital trade rules will also win the initiative in future development,which further highlights the urgency and significance of researching and formulating the“China approach”for digital trade.On the basis of exploring and constructing the concept and statistical system of China’s digital trade and judging the development and competition pattern of global digital trade,focus on discussing the key areas and future trends of global digital trade rules,benchmarking against the new generation of global economic and trade agreements such as CPTPP,USMCA,RCEP,etc.,and focusing on the key issues of digital trade,study its evolution process,trend characteristics,etc.,and put forward the“China approach”and its implementation suggestions to actively participate in global bilateral and multilateral digital trade negotiations,by improving digital trade rules and governance systems,grasp and even lead dominance of global digital rules.
