邻避项目中公众参与的影响因素及其作用机制——基于ISM-MICMAC方法

Influencing Factors and Action Mechanism of Public Participation in NIMBY Projects--Based on ISM-MICMAC Method

基于系统观视角,从参与主体、参与环境、参与过程3个维度确定15项邻避项目中公众参与的影响因素,并将15项因素划分为直接因素、间接因素和深层因素3种类型;利用解释结构模型(ISM)对影响因素之间的内在联系进行剖析,得到各影响因素的作用路径;在此基础上利用交叉影响矩阵相乘法(MICMAC)对影响因素的依赖性与驱动力进行分析,揭示影响因素之间的作用机制。研究结果表明,直接因素能够直接影响公众参与,间接因素通过直接因素对公众参与产生间接作用,深层因素对公众参与起决定性作用。最后,根据影响因素的作用机制,提出了相应的管控建议。

Based on the perspective of system view,this paper identifies the influencing factors of public participation in 15 NIMBY projects from the three dimensions of subjects,environment and process,and divides them into three types from direct,indirect and deep factors.Using the Interpretive Structural Model(ISM),it analyzes the internal linkage among the influencing factors,and obtains the action path of each one.On the basis of this,it uses the cross-influence matrix multiplication(MICMAC)to analyze the dependence and driving force of the influencing factors,and reveal the action mechanism.The research results show that direct factors can directly influence public participation,indirect factors have an indirect effect on public participation through direct factors,and deep factors play a decisive role in public participation.Finally,according to the action mechanism of the influencing factors,corresponding control suggestions are put forward.
