突发公共卫生事件中网络舆情的整体性治理研究

Research on the Holistic Management of Network Public Opinion in Public Health Emergencies

突发公共卫生事件中网络舆情的有效治理能够促进政社沟通,弥合社会裂痕,推动科学监督和民主决策。但是当前我国网络舆情治理呈现治理主体、治理理念、法律法规、信息服务和治理流程的碎片化。从多元主体的共同价值基础、我国舆情治理的现实环境来看,具有应用整体性治理理论的必要性和可行性。应通过建立公民需求为首的服务精神、整合多元主体共同参与的治理架构、建立一站式信息发布渠道、营造舆情演化的良性生态、促进舆情治理法制化建设等举措,在政策、规则、服务供给、监控等方面实现网络舆情的整体性治理,促进网络空间的清朗健康。

Effective management of public opinion in public health emergencies can promote political and social communication,bridge social cracks,promote scientific supervision and democratic decision-making.However,the current network public opinion governance in our country shows the fragmentation of governance subjects,governance concepts,laws and regulations,Information service and governance process.It is feasible and necessary to apply the holistic governance theory from the perspective of the common value basis of multi-subjects and the realistic environment of public opinion governance in China.The measures should be taken by establishing the spirit of service led by citizens’needs,integrating the governance structure with the participation of multiple subjects,establishing one-stop information distribution channels,creating a benign ecology of public opinion evolution,and promoting the legal system of public opinion governance.So that we can achieve a holistic governance in field of the policy,rules,service supplying,monitoring and other aspects of network public opinion to promote the health of cyberspace.
