摘要
基于2011-2018年湖南湘江、资水、沅江和醴水流域数据,运用DID双重差分模型实证分析了湘江流域“河长制”的生态环境治理效应。结果显示:河长制对湘江流域内水污染的质量改善具有显著的促进作用,河长制政策对于河水质量的影响存在明显的动态效应。机制检验结果表明:河长制除直接影响河水质量外,还通过推动流域内部产业结构升级以及能源结构调整间接降低了河水的污染程度,改善了水体质量。
Based on the data of the Xiangjiang River, Zishui River, Yuanjiang River and Lishui River Basin in Hunan Province from 2011 to 2018, the paper empirically analyzes the eco-environmental governance effect of ″river head system″ in Xiangjiang River Basin by DID Double Difference Model. Results show that, the River Chief System has a significant role in improving the quality of water pollution in the Xiangjiang River Basin. Besides, it has a significant dynamic effect on the quality of river water. The mechanism test results show that the River Chief System not only directly affects the river water quality, but also indirectly reduces the river water pollution and improves the water quality by promoting the upgrading of industrial structure and the adjustment of energy structure.
