福建省海铁联运发展对策研究

Study on Development Countermeasures of Sea-Rail Transportation in Fujian Province

在"双碳"目标背景下,大力推进海铁联运发展,实现"公转铁",是打赢蓝天保卫战的重要举措。经过多年发展,福建沿海港口已布局形成8条、187 km疏港铁路支线,年运量近2 800万t,海铁联运取得一定成效,为区域经济社会发展提供重要保障,但同时存在集疏运腹地重叠及货种同质化竞争、发展合力和后劲不足、布局衔接及能力匹配不够等问题。为进一步促进福建海铁联运发展,针对福建港口和海铁联运发展现状及存在的不足,借鉴国内外海铁联运发展经验,从差异化港口资源整合、延伸临港产业链、强化基础配套、加强规划衔接、完善价格体系及优惠政策等方面提出发展建议。

In the context of the carbon peak and carbon neutrality targets, realizing the transfer from highways to railways is an important measure to keep the skies blue. Upon years of development, eight distributed port railway lines have been formed in the coastal ports of Fujian, with a length of 187 km and an annual traffic volume of nearly 28 million tons. The sea-rail transportation has achieved some good results, providing an important guarantee for regional social and economic development. However, there are also some problems, such as the overlapping collection and distribution hinterland, homogeneous competition of goods, insufficient development joint force and momentum, and insufficient layout connection and capacity matching. Considering the development status and shortcomings, this study learned from the development experience of other ports and put forward several development suggestions to further promote the development of sea-rail transportation in Fujian Province. These suggestions include strengthening the construction of specialized ports, integrating resources for dislocation development to improve system capacity, extending the port industrial chain to boost sustainable development capacity, unifying planning and construction of sea-rail transportation infrastructure, and improving the price system and preferential policies.
