摘要
为保障电网不间断安全运行,提高电网调度系统应对自然灾害和社会突发事件的能力,开展地县级电网备用调度建设。分析地区现有电力通信网络现状,结合电力通信网容灾建设进展,设计了一种调整和完善地区电力调度数据网及通信网络接口并构建地区调度数据网络第二核心节点及汇聚点的方案,同时就方案涉及到的通信网络配套改造、地区调度数据网络调整与完善、地区调度简易采集监控系统建设、地区调度主调EMS扩容改造以及场地配套改造进行了详细阐述。通过该方案的实施,进一步优化完善地区电网备用调度体系,更好地满足调度应急工作需要。
In order to ensure the uninterrupted and safe operation of the power grid and improve the ability of the power grid dispatching system to deal with natural disasters and social emergencies,the construction of prefecturelevel power grid backup dispatching has been carried out.By analyzing the current situation of the existing power communication network in the region,combined with the progress of the disaster recovery construction of the power communication network,a scheme of adjusting and improving the regional power dispatching data network and communication network interface and constructing the second core node and convergence point of the regional dispatching data network is designed.At the same time,it expounds in detail the reconstruction of the communication network,the adjustment and improvement of the regional dispatching data network,the construction of the simple acquisition and monitoring system for the regional dispatching,the expansion and reconstruction of the EMS for the main dispatching of the regional dispatching,and the reconstruction of the supporting site.Through the implementation of this plan,the backup dispatching system of the regional power grid will be further optimized and improved to better meet the needs of dispatching emergency work.
