云南省隆阳区国家储备林建设机遇与实施条件探析

Analysis on the Construction Opportunities and Implementation Conditions of the National Reserve Forest in Longyang District,Yunnan Province

基于隆阳区将要开展的国家储备林项目概况、隆阳区自然概况和森林资源概况,从国家、云南省和隆阳区3个层面重点分析了隆阳区利用政策性开发性银行建设国家储备林的机遇;同时从当地自然资源、林草技术力量、林业产业发展态势、林业产业支撑条件、产品市场需求、外部协作条件、当地土地资源等方面对隆阳区国家储备林实施条件进行了系统探析。针对国家储备林建设提出了拓宽融资渠道、扶持项目建设,强化种苗供应、严把种苗质量,加大科技支撑、提高营林水平等方略和建议,以期为国家储备林建设提供参考。

Based on the general situation of the national reserve forest project to be carried out in Longyang District,the natural situation of Longyang District and the general situation of forest resources,this paper mainly analyzes the use of policy development banks in Longyang District to build a country from the three levels of the country,Yunnan Province and Longyang District.At the same time,the conditions for the implementation of national reserve forests in Longyang District were carried out from the perspectives of local natural resources, forestry and grassland technology, forestry industry development trends, forestry industry support conditions, product market demand, external cooperation conditions, and local land resources. For the construction of the national reserve forest, strategies and suggestions are put forward, such as broadening financing channels, supporting project construction, strengthening the supply of seedlings, strictly controlling the quality of seedlings, increasing scientific and technological support, and improving the level of forest management, in order to provide reference for the construction of national reserve forests.
