摘要
介绍了林区巡护管理系统的应用背景,对需要解决的问题进行了研究,重点探讨了广东南岭国家级自然保护区网格化巡护管理系统的核心思路和创新点。广东南岭国家级自然保护区借助“网格化”智能巡护管理系统开展日常巡护工作,该系统可以实时跟踪、定位护林员的准确位置以及巡护轨迹等,将有效解决巡护工作监管中存在的部分问题;还能建立管理人员与巡护人员实时信息交流,巡护人员采集的巡护数据直接上传和入库,节省了后期整理数据的工作量,提高了巡护的效果和效率;完善了从“发现问题”到“反馈问题”再到“有效监管”的管理体系,提升了自然保护区管护能力和水平;通过利用信息化技术对巡护人员、事件、资源等进行数字化分析和利用,为保护区管理工作提供了决策支持,有助于实现保护区建设的信息化管理。由此可见,要将先进技术和良好配套制度有机结合起来,让制度保障系统得以正常运作,从而有效提高巡护工作质量。
This paper introduces the application background of the forest patrolling management system,outlines the problems that need to be solved,and focuses on the core ideas and innovations of the grid management system for Guangdong Nanling National Nature Reserve.The daily patrol work of Guangdong Nanling National Nature Reserve was carried out by using the grid intelligent patrolling management system,which located the position of patrollers and tracked their patrol trajectories in real time.Some problems in the supervision of patrol work are effectively solved.A real-time information exchange between managers and patrollers is established.The patrol data collected by patrol personnel can be directly uploaded and stored,which saves the workload of data sorting in the later stage and improves the patrol effect and efficiency.In conclusion,grid management improves the management system from"finding problems"to"feedback problems"and then to"effective supervision",which promotes the manage ability of the reserve,provides support for the management decision of the reserve by utilization of digital analysis of patrollers,events,resource,and etc.,and promotes the realization of information management construction of the reserve.This paper also points out that it is necessary to organically combine advanced technology and good supporting systems to allow the normal operation of the institutional guarantee system,thereby effectively improving the quality of patrol work.
