基层治安治理主体建设中的问题及对策初探--以沈阳市为视域

Preliminary Exploration of Problems and Countermeasures in the Construction of Grass-roots Public Security Governance--From the Perspective of Shenyang City

随着社会转型的不断深入,我国基层治安治理主体已发生演化,加强基层治安主体的建设有助于更好开展基层治安治理工作,进一步提升基层治安治理效能当前,基于沈阳市基层治安治理主体的建设实际,发现主体建设过程中存在以下三个方面问题:社会治安治理主体参与度不高、基层治安治理主体管理水平低、基层治安治理主体工作效能低;分析成因后探寻沈阳市基层治安治理主体建设的路径可为维护社会大局稳定和经济发展保驾护航;围绕“五治”即自治、共治、德治、法治、智治,提出优化基层治安治理主体建设强有力的实效举措,推动基层治安治理共同体的建设。

With the deepening of social transformation,the subject of grass-roots public security governance in China has evolved.Strengthening the construction of grass-roots public security subject will help to better carry out grass-roots public security governance and further improve the efficiency of grass-roots public security governance.At present,based on the reality of the construction of grass-roots public security governance in Shenyang,it is found that there are the following three problems in the process of subject construction:the low participation of social public security governance subjects,the low management level of grass-roots public security governance subjects and the low work efficiency of grass-roots public security governance subjects;After analyzing the causes,exploring the path of the main construction of grass-roots public security governance in Shenyang can escort the maintenance of social stability and economic development;Focusing on the“five governance”,that is,autonomy,Co-governance,rule of virtue,rule of law and rule of intelligence,this paper puts forward strong and effective measures to optimize the construction of grass-roots public security governance subjects and promote the construction of grass-roots public security governance community.
