“江”“河”国家战略联动促进中国南北方共同富裕的机制研究

Linkage Mechanism of the National Strategies of“the Yangtze River”and“the Yellow River”to Promote Common Prosperity of Southern and Northern China

共同富裕作为社会主义的本质,其在区域尺度上的传统界定更侧重于东中西和东北板块,中国南北方差距扩大化及相对地位前凸的发展现实,使得在区域尺度上实现中国南北方的共同富裕更具必要性和紧迫性。在解析中国南北方共同富裕的衍生逻辑、发展维度和评价尺度,以及阐释长江经济带发展、黄河流域生态保护和高质量发展两大国家战略("江""河"战略)的理论研究孤立性、现实推进割裂与联动必要性的基础上,结合"江""河"战略联动的发展维度与中国南北方共同富裕评价尺度的精准匹配,探讨了以"江""河"战略联动促进中国南北方共同富裕的内在机理和发展路径。建议围绕"江""河"地区基础设施的互联互通、生态保护和"江""河"文化建设的协同推进、现代产业体系协同建设和产城融合协同推进、国际国内开放合作的深度协同、协同打好民生发展系统补丁、科学架构联动发展的保障体制机制等六个方面,充分发挥"江""河"战略联动在促进中国南北方共同富裕中的重要作用。

As the essence of socialism, common prosperity puts more emphasis on the Eastern, Central, Western and Northwestern Regions according to the traditional region division. Given the widening gap between southern and northern China and their unbalanced positions, it is necessary and urgent to realize common prosperity at a regional scale. This paper first analyzes the derivative logic, development dimension and evaluation scale of the common prosperity of the two regions, and interprets the isolation in theory and practice and the necessity of establishing the linkage between the two national strategies of the development of the Yangtze River Economic Belt and the ecological protection and high-quality development of the Yellow River Basin(“ the Yangtze River ”strategy and“ the Yellow River ”strategy). It then discusses the internal mechanism and development path to realize the common prosperity by virtue of the strategic linkage with the exact match between the development dimension of the strategic linkage and the evaluation scale of common prosperity. It is suggested to give full play of the significant role of the linkage in realizing the common prosperity through six aspects: the interconnectivity of infrastructure in the two river regions,the coordinated promotion of ecological protection and culture construction, the coordinated construction of modern industrial system and the integration of industry and city, the deep synergy of international and domestic opening-up and cooperation, remedy of the weaknesses in developing the people’s livelihood and the scientific construction of guarantee system for linkage development.
