中国旅游教育“走出去”项目实施关键成功因素及影响机理分析——基于桂林旅游学院印度尼西亚校区项目的实证研究

摘要 教育“走出去”是国家扩大对外开放战略的重要构成,随着习近平宣布建立中国东盟全面战略伙伴关系,我国教育“走出去”的步伐也将加速推进。文章通过文献和案例的整理分析,总结了中国旅游教育“走出去”项目实施的40个成功影响因素,通过开展调查问卷对旅游教育“走出去”项目实施成功影响因素按重要程度进行排序,并假定前20个为关键成功因素,采用解释结构模型方法构建出这些关键成功因素的解释结构模型,运用该模型分析关键成功因素对项目成功实施的影响机理,最后提出对策建议,为面向东盟实施教育“走出去”发展战略的相关部门提供理论依据和参考建议。 Education"Going Global"is an important component of China's strategy to expand opening up to the outside world.With President Xi Jinping's announcement of the establishment of a comprehensive strategic partnership between China and ASEAN,the pace of"Going Global"in China's education will also accelerate.Tourism is the pillar industry of the national economy of ASEAN countries,and ASEAN is Chi-na's largest outbound tourism destination.These characteristics give China and ASEAN a specific soft power construction mission to bilateral tourism education exchanges and cooperation.Taking the ASEAN-oriented tourism education"Going Global"project as the main content,this paper systematically studies the key factors affecting the implementation of China's tourism education"Going Global"project,and ana-lyzes the impact mechanism of key factors on the success of the project,in order to improve the level of China-ASEAN tourism education cooperation and promote the implementation of education in Chinese tourism colleges and universities"The strategy of Going Global provides theoretical basis and reference suggestions”.Through the collation and analysis of literature and cases,this paper summarizes 40 success factors affecting the implementation of the"Going Global"project of tourism education.Through ques-tionnaires,the importance of the success factors affecting the implementation of the"Going Global"pro-ject of tourism education are sorted out and assumed that the first 20 are key success factors.The interpre-tative structure model of these key success factors is constructed by using the Interpretative Structural Modelling Method(ISM).Using this model,the influencing mechanism of key success factors on the suc-cessful implementation of the project is analyzed,and the corresponding conclusions are drawn:the key success factors affecting the implementation of tourism education"Going Global"project are in Chinese colleges and universities and foreign colleges and universities.The five dimensions of element,project it-self,project environmental factors and other factors are covered.Among them,the main body of the im-plementation of the education"Going Global"project-Chinese colleges and universities-have the most in-fluence,and six factors have been selected as key success factors;the impact of the project itself,the pro-ject environment and other factors is balanced,all of which have four elements.Selected as a key success factor;the impact of environmental factors is low,and only two factors,such as education policy environ-ment and political environment,were selected as key success factors.In the process of implementing the Education"Going Global"project,we should focus on these key success factors,and we can focus on other factors without investing too much energy.Finally,according to the research conclusions,three counter-measures and suggestions are put forward:First,attach importance to the curriculum setting and teaching mechanism of the main colleges and universities of the project,and strengthen the combination of resource advantages of the two partners,which is conducive to promoting the implementation of the project.Sec-ond,the 11 factors in the middle of ISM analysis play an indirect role in the implementation of the project.Among them,it can tap the advantages of the cooperating main colleges and universities,serve the local tourism industry and give full play to the benefits of social services on both sides to improve the quality of project implementation.Third,the implementation of the project should pay full attention to the market driving force and the internal motivation of foreign cooperative colleges and universities from the level of the main body of implementation,improve the comprehensive management ability of Chinese colleges and universities,and provide a solid foundation for the implementation of the project.
