过程视域下的“双随机、一公开”消防监管模式实践中的问题探究

Discussion on current fire supervision and inspection practice from the process perspective

当前,“双随机、一公开”消防监管模式在适应国家“放管服”改革、促进经济社会安全快速发展方面已经有了显著成效,但作为一种新的监管方式,在实施中尚存在一些问题。源于过程的完备性与直接性,基于消防监管实施过程的视域分析“双随机,一公开”消防监管模式实践中的问题,有助于系统地揭示出这些问题的类型成因与对策,进而为提高“双随机、一公开”消防监管模式实施有效性提供依据。

“Two random, one open”, referring to the fire supervision pattern that chooses inspectors randomly to inspect target buildings, and reveals their results to public in time, has made progress in adapting the State-level Rennovation, namely streamlining administation, delegating power, improving regualtion and upgrading service, and worked hard in promoting social development. However, there are still many problems in its implementation. In terms of the process perspective, this paper analyse the background of these problems, reveals the deep reasons and provides strategies for current system, so as to give some useful reference for its development.
