风险化解目标下互联网金融监管机制创新研究

Innovation of Internet Financial Supervision Mechanism for Risk Resolution

化解风险是促进互联网金融行业健康发展的首要目标。在互联网金融背景下,金融风险具有“太关联而不倒”和“太迅捷而难防”的新表现,更容易引发系统性风险。化解互联网金融风险需要在透析互联网金融及其风险本质的基础上,选择适当的监管模式,构建监管长效机制。穿透式监管于“事实发现”层面转变监管理念,透过金融产品的外在表象看到其金融业务和行为的内在本质,作为我国互联网金融的监管模式具有必要性和可行性。针对互联网金融风险的特性,我国应在风险防控体系构建、平台市场准入标准设置、穿透式信息披露规则设置、金融风险预警系统和征信体系建设等方面,完善互联网金融监管长效机制,彻底化解互联网金融风险。

Risk resolution is the primary goal of promoting the healthy development of internet finance industry.In the context of internet finance,financial risk shows the new features of“too connected to fail”and“too fast to prevent”,which is more likely to cause systemic risk.In order to resolve the internet financial risks,we should take the perspective of internet finance and its risk essence as the basis,select the appropriate regulatory mode,and build the specific systematic measures for long-term regulatory mechanism.Penetrating supervision changes the supervision concept at the“fact discovery”level,and penetrates the internal essence of financial business and behavior through the external appearance of financial products.It is a necessary and feasible approach considering the supervision mode of internet finance in China.In view of the characteristics of internet financial risks,China should improve the long-term mechanism of internet financial supervision and thoroughly resolve the internet financial risks in building the risk prevention and control system construction,platform market access standard,establishing penetrating information disclosure rules,and building financial risk early warning system and credit system.
