摘要
资源枯竭型城市建立和发展前期,城市功能由工矿企业代为建设,但并不能满足现代化要求和居民生活需求。本文以资源枯竭型城市安徽省铜陵市为研究对象,利用熵值法对铜陵市2013-2019年城市功能水平进行测算,并与其他资源枯竭型城市江西省萍乡市、陕西省铜川市进行了对比。结果表明,铜陵市近年来的城市功能水平稳步上升,其余两座城市的发展水平相对不足。在城市功能建设过程中,铜陵市通过明确政府职能推动城市稳步有序发展,建立“城市超脑”以创新社区治理,促进企业绿色转型以还城市绿水青山,进而为资源枯竭型城市转型提供新思路。
In the early stage of the establishment and development of resource-exhausted cities,the urban functions are constructed by industrial and mining enterprises,but it can not meet the requirements of modernization and the living needs of residents.Taking Tongling City,Anhui Province,a resource-exhausted city as the research object,this paper uses the entropy method to measure the urban function level of Tongling City from 2013 to 2019,and compares it with other resource-exhausted cities such as Pingxiang City,Jiangxi Province,and Tongchuan City,Shaanxi Province.The results show that the urban function level of Tongling City has increased steadily in recent years,and the development level of the other two cities is relatively insufficient.In the process of urban function construction,Tongling City promotes the steady and orderly development of the city by clarifying government functions,establishes an"Urban Superbrain"to innovate community governance,and promotes the green transformation of enterprises to restore the city’s lucid waters and lush mountains,thus providing new ideas for the transformation of resource-exhausted cities.
