基于SWOT-AHP分析模型的科技发展战略实证分析——来自广东的案例研究

Strategic Analysis of Scientific and Technological Innovation Based on SWOT-AHP Method:Taking Guangdong Province as an Example

基于SWOT-AHP分析模型,以广东“十四五”时期科技创新发展情况为样本,将优势、劣势、机遇和挑战作为准则层,明确16个因素为指标层,将各因素重要程度量化并计算权重,绘制战略四边形判断战略总体方向。结果表明,广东科技创新处于SO开拓战略区内的机会型策略区,应实施积极开拓型战略,推动广东区域创新能力跃升,成为我国迈向创新型国家前列的重要战略支点。

Based on the SWOT-AHP Method, taking the development of science and technology innovation in Guangdong during the "14th Five-Year Plan" period as a sample, this paper establishes an evaluation system consisting of 16 three-level indicators, quantifies the importance of each factor, calculates the weight, and draws the strategic quadrilateral to judge the overall direction of the strategy. The results show that Guangdong science and technology innovation is generally located in the opportunistic strategic area of the SO development strategic zone. Guangdong should implement an active and pioneering strategy to promote regional innovation capabilities and become an important strategic fulcrum for our country to move towards the forefront of innovative countries.
