摘要
在构建理论模型的基础上,利用空间计量模型,以2007—2020年长江经济带资源型城市面板数据为研究样本,实证研究科技型环境规制影响长江经济带资源型城市产业绿色创新的机理。研究发现:本地区和邻近地区的科技型环境规制共同推进了资源型城市产业绿色创新,科技型环境规制倒逼产业绿色创新的空间溢出效应在经济发展程度相似地区之间较之于地理距离临近地区之间更加显著,并且其作用效果在不同流域、不同类型的资源型城市间具有差异性。应进一步加强跨行政区域科技型环境规制的合作与交流,优化要素资源配置,实施差异化的科技型环境规制,因势利导地发挥其对产业绿色创新的倒逼作用。
Constructing the theoretical model of the impact mechanism of scientific and technological environmental regulation on industrial green innovation of resource-based cities, and empirically studies how scientific and technological environmental regulation affects industrial green innovation of resource-based cities in the Yangtze River economic belt by using spatial econometric modeling technology and taking the panel data of resource-based cities in the Yangtze River economic belt from 2007 to 2020 as the research sample. Results show that the local and adjacent scientific and technological environmental regulation jointly promotes the industrial green innovation of resource-based cities. The spatial spillover effect of scientific and technological environmental regulation forces the industrial green innovation to play a more significant role in areas with similar economic development than in areas with close geographical distance, and its effect is different in different watersheds and different types of resource-based cities. We should further strengthen the cooperation and exchange of scientific and technological environmental regulation across administrative regions, optimize the cross administrative allocation of factor resources, implement differentiated scientific and technological environmental regulation, and give full play to the role of coercion according to the situation.
