摘要
作为住宅用地多主体供应的重要一环,集体土地建设租赁住房政策是城市住房治理体系的创新实践探索。基于要素嵌入的改进多源流框架,分析了集体土地建设租赁住房政策供给缘起。集体土地建设租赁住房政策的形成是协同共识与利益均衡的过程,其问题溪流、政治溪流、政策溪流经过耦合形成合力,并经过中介变量在行动舞台对政策进行软化后打开"政策之窗"。未来应当进一步优化"人—地—权"配置,促进集体土地建设租赁住房与配套政策的衔接,提高公众参与度,以改善政策软化效率。
As an important part of multi-subject supply of residential land,rental housing policy of collective land construction is an innovative practice and exploration of urban housing governance system.This paper analyzes the supply cause of rental housing policy for collective land construction based on the improved multi-source framework of factor embedding.The formation of collective land construction rental housing policy is a process of collaborative consensus and interest balance.The problem stream,political stream and policy stream form a joint force through coupling,and open a"policy window"after softening the policy in the action stage through intermediary variables.In the future,the allocation of"human-land-rights"should be further optimized,the connection between rental housing construction on collective land and supporting policies should be promoted,and the public participation should be improved to improve the efficiency of policy softening.
