International Water Law Principle in International Negotiation and Water Diplomacy

国际水法原则时常被援引用来指导共享水道沿岸国之间开展合作,解决它们之间的分歧、冲突或者争端。本文基于文本分析和案例分析的方法,研究国际水法原则在谈判和水外交中的作用。结果表明,国际水法原则不仅是治理共享水道的国际制度的重要组成部分,也是水外交的重要手段,可以帮助塑造国家实践朝着一个更加合作和可持续的未来发展。

International water law principles are often invoked to guide cooperation between riparian states of a shared watercourse and to resolve disagreements,conflicts or disputes between/among them.Applying the research methods of textual analysis and case studies,this paper examines the role of the principles in negotiations and water diplomacy.The finding shows that the principles are not only important elements of the international regime for governing shared watercourses,but also important means of water diplomacy that can help shape state practice towards a more cooperative and sustainable future.
