双高计划下高职院校仪器设备采购管理研究

Research on Apparatus Purchasing Management in Higher Vocational Colleges during the Period of Double High Plan

“双高计划”是落实《国家职业教育改革实施方案》的重要举措和职业教育“下好一盘大棋”的重要支柱之一,在建设期内,高职院校仪器设备采购面临法规多、任务重、专业高、管理严的诸多现状。采购管理体系的建设从外部联系和内部治理入手,明确各环节的管理重点,完善内控制度,优化采购流程,对采购活动进行全过程管理。

“Double High Plan”is a crucial measure to implement the plan of National Vocational Educational Reform and one of the important pillars of vocational education in a “big game”. During the period of Double High Plan,the apparatus purchasing of higher vocational colleges encounters various difficulties,such as numerous laws and regulations,heavy tasks,demanding specialty and strict management. The purchasing management system should be constructed from combining the external contact with internal governance,clearing the management focus of each link,improving the internal control system,optimizing the purchasing process and managing the whole process of the purchasing.
