我国药品带量采购政策实施效果及其优化建议 被引量:25

摘要 药品集中带量采购是国家医保局成立以来实施的重大举措,是新时期实现“三医联动”的关键突破口。文章从政策实施以来的效果评估着手,分析发现我国药品集采在采购量预测、质量监督、供应流通、多方协同等方面仍存在问题,希望通过建立动态化预测机制、完善质量监督体系、规范药品供应环节、创新多方联动机制进一步优化我国药品采购政策,对深化医药卫生体制改革、改革药价形成机制具有重要现实意义。 Centralized drug procurement with quantity is a major measure implemented by the National Medical Insurance Administration,and a key breakthrough to realize the“three medical linkage”in the new era.Started from the effect evaluation on the policy implementation,some problems were analyzed,such as the prediction of procurement quantity,quality supervision,supply circulation and multi-party coordination.It is suggested to optimize the policy by establishing dynamic prediction mechanism,improving the quality supervision system,standardizing the drug supply,and innovating the multi-party linkage mechanism,which is of great practical significance to deepen the reform of medical and health system and reform the mechanism of drug price formation.
