公立医院低值耗材精细化管理探讨

随着国家医疗体制改革的不断深化,公立医院医用耗材取消加成,医用耗材逐渐成为医院运营成本的重要组成部分,医院在成本控制和费用管理方面面临巨大挑战。与此同时,国家医保局自2019年启动飞行检查以来,将低值耗材账实不符问题作为重要的监管内容,也越来越得到了医院管理者的重视。为控制医用耗材价格、减轻患者负担、降低医保基金支出,守住人民群众的“救命钱”。文章以F医院低值耗材管理举措为切入点,通过分析公立医院在低值耗材管理中存在的问题,结合F医院管理经验,提出构建“两库联动”管理机制、搭建精细化管理平台以及建立“精准关联”管理模式三种管理举措,使公立医院低值耗材管理水平得到有效提升,为公立医院加强低值医用耗材管理提供了实践参考。

With the continuous deepening of the reform of the national medical system,the addition of medical consumables in public hospitals has been cancelled,and medical consumables have gradually become an important part of hospital operating costs.Hospitals face huge challenges in cost control and expense management.At the same time,since the National Medical Insurance Bureau started unannounced inspections in 2019,the issue of discrepancies between the accounts and actuals of low-value consumables has been regarded as an important supervision content,and it has also received more and more attention from hospital managers.In order to control the price of medical consumables,reduce the burden on patients,reduce the expenditure of medical insurance funds,and keep the"life-saving money"of the people.This paper takes the management measures of low-value consumables in F hospital as the starting point,analyzes the problems existing in the management of low-value consumables in public hospitals,and combines the management experience of F hospital,puts forward three management measures,and proposes to build a“two-bank linkage”management mechanism,build a refined management platform,and establish the“precise correlation”management model have effectively improved the management level of low-value consumables in public hospitals,and provided a practical reference for public hospitals to strengthen the management of low-value medical consumables.
