基层流域治理单元层级逻辑 --基于组织交易成本视角分析

Level Logic of Grassroots Basin Governance Unit——Analysis from the Perspective of Organizational Transaction Costs

中国基层流域治理是一个基本单元构成的治理结构,有效治理结构取决于组织内、外的交易成本是否达到最低值。在组织交易成本最低值前提下,除了大型流域单元适宜科层组织治理外,微型流域单元采取家户联合治理结构;小型流域单元选择村落组织治理结构;中型流域单元则是联合组织治理结构。通过对基层流域治理形态进一步分析,构建基层流域规模、组织交易成本与有效治理结构的关系模型,可以发现提高基层流域治理水平的有效路径:需要坚持互利原则,克服集体行动困境;找准适当规模,降低治水合作成本;强调公共服务下沉,提高基层供给能力;强化行政干预,促进流域实现善治。

The China's grassroots river basin governance is a governance structure composed of basic units, and an effective governance structure depends on the lowest value of transaction costs inside and outside the organization. Under the premise of the lowest organizational transaction cost, in addition to large watershed units that are suitable for bureaucratic organization and governance, micro watershed units adopt a household joint governance structure;small watershed units choose a village organization governance structure;medium-sized watershed units adopt a joint organization governance structure. Through further analysis of grassroots watershed governance forms, and constructing a relationship model between grassroots watershed scale, organizational transaction costs, and effective governance structure, we can find effective ways to improve grassroots watershed governance: the principle of mutual benefit must be adhered to, and the dilemma of collective action must be overcome;the appropriate scale must be identified , Reduce the cost of cooperation in water governance;emphasize the sinking of public services and improve the supply capacity of the grassroots;strengthen administrative intervention to promote good governance in the river basin.
