摘要
随着河(湖)长制在黑龙江省的全面建立,围绕六项任务及五级河长的体系所形成的新的管理模式和技术措施已经进入实施阶段,面对河(湖)长制所遇到的新挑战、新问题和未来的管控及“水清、河畅、岸绿、景美”的总目标,目前亟待解决的是河(湖)长的人才需求问题。文章在黑龙江省河(湖)长人才需求调研的基础上,分析了黑龙江省河(湖)长人才现状,提出建立“河(湖)长学院”的设想。
With the comprehensive establishment of the river(lake)chief system in Heilongjiang Province,the new management mode and technical measures formed around the system of six tasks and five levels of river chief have entered the implementation stage.In the face of the new challenges and problems encountered by the river(lake)chief system,the overall goal of future management and control,as well as the overall goal of clean water,smooth river bank and beautiful green scenery,it is urgent to solve the talent demand problem of river(lake)chief system.Based on the investigation of the talent demand of river(lake)chiefs in Heilongjiang Province,this paper analyzes the current situation of river(lake)chiefs in Heilongjiang Province and puts forward the idea of establishing the college of river(lake)chiefs.
