关于财政事权划分改革下高速铁路干线项目分类的思考

Thoughts on the Classification of High speed Railway Main Line Projects under the Reform of the Division of Fisical Authority and Expenditure Responsibility

《交通运输领域中央与地方财政事权和支出责任划分改革方案》明确了将城际、市域(郊)铁路的建设划归为地方财政事权,但对中央和地方“共同事权”的干线铁路包括高铁干线,缺乏更具体的划分。在总结高速铁路事权关系现状及问题的基础上,分析高铁干线项目再划分的必要性,提出划分的原则、指标体系和进一步划分的分类方法,为财政事权划分改革方案在铁路领域的落实提供理论支撑。

The Reform Plan of the Division of Central and Local Fisical Authority in the Field of Transportation clearly classifies the construction right of intercity and suburban railways as local fisical authority.But there is no more specific division of main lines'fisical authority,including that of high speed railway main lines.On the basis of summarizing current situation and related problems,this paper analyzes the necessity of re-division the fisical authority of high speed railway main line projects,and puts forward the division principles,indicator system and classification methods,so as to provide supports for the implementation of the division fisical authority and expenditure responsibility reform plan in the railway field.
