建设西藏数据管理机构的现实情境及政策建议

Realistic situation and policy suggestion of constructing Tibet data management organization

新一轮地方政府机构改革中,大数据管理机构的成立对完善中国地方政府数据治理体系具有重大意义。本文立足于具有特殊地缘格局的西藏,试图通过分析我国其他地区的数据管理机构总体情况和职能设置,梳理总结广东和贵州两种不同模式,结合西藏实际情况,分析西藏数据管理机构建设的必要性及现实情境,探索西藏数据管理机构建设思路,为未来构建更为科学合理政府数据治理机构职能体系提供政策建议。

In the new round of local government institutional reform, the establishment of big data management institutions is of great significance to improve China’s local government data governance system. Based on Tibet, which has a special geographical pattern, this paper attempts to analyze the overall situation and function setting of data management institutions in other regions of China, sort out and summarize two different models in Guangdong and Guizhou, and analyze the necessity of building data management institutions in Tibet in combination with its actual situation, explore the construction ideas of Tibet data management institutions, and provide policy suggestions for the future construction of a more scientific and reasonable functional system of government data managementinstitutions.
