Preliminary study on the establishment of high-quality development pilot area of plateau economy

新时代条件下西藏经济发展处于新的阶段。文章立足区域特点,从比较优势、经济基本状况与挑战、思路三个方面进行阐释。通过分析,展示西藏潜在的经济优势,总结政府与市场功能发挥的特征,解构产业层次、市场化程度、约束条件内在的制约因素,最后从构建现代产业体系、优化城乡区域协调发展布局、形成西藏特点的经济“双循环”新格局、全面深化改革夯实社会主义市场经济体制四个方面,系统论述创建高原经济高质量发展先行区的思路并分层指明走在全国前列的具体领域。

In the new era, Tibet’s economic development is in a new stage. Based on the regional characteristics,this paper explains from three aspects: the comparative advantages, basic economic conditions and challenges,as well as ideas. Through the analysis, the potential economic advantages of Tibet are displayed, the characteristics of government and market functions are summarized,the inherentcons traints of industrial level,marketizationdegree and constraint conditions are deconstructed. Finally, the paper constructs the modern industrial system, optimizes the urban and rural area coordinated development layout, forms the Tibetan characteristic economy —— "double circulation" new pattern, comprehensively deepens reform to consolidate the socialist market economic system in four aspects, systematically discusses the idea of establishing the leading area of high quality development of plateau economy and points out the specific fields leading the whole country.
