我国高水平开放若干重要问题辨析

Analysis on Important Issues on High-level Opening up

实行高水平开放,除了要解决开放本身的关键问题之外,更迫切的是要厘清影响开放的若干重要问题:包括外部世界对华经贸关系的消极取向、制度型开放核心议题带来的挑战、要不要继续对标国际经贸规则、所谓“平行体系”的预判、对外开放中“以我为主”原则适用范围等。这些问题实质上可分为外部环境问题、观念认知问题和规则对接问题三大类。有效破解这些难题,确保高水平开放顺利进行,一是要进一步营造良好的外部环境,更好应对外部挑战;二是要以习近平新时代中国特色社会主义经济思想为指导,坚持开放发展观;三是要积极顺应国际经贸规则变革大趋势,分类施策推进制度型开放。

In the implementation of high-level opening-up,besides resolving the key issues of opening-up itself,it is more urgent to clarify several important problems affecting opening-up,including the negative orientation of the external world towards China’s economic and trade relations,the challenges brought by the core issues of institutional opening up,the neccessity to synergize with international economic and trade rules,the prediction of the so-called “parallel system”,and the scope of application of the self-oriented principle in opening up.In essence,these problems can be divided into three categories:external environment problems,concept cognition problems and rules docking problems.First,we need to foster a favorable external environment and better respond to external challenges.Second,we should follow the guidance of Xi Jinping Thought on Socialist Economy with Chinese Characteristics for a New Era and adhere to an open outlook on Development.Third,we need to follow the main trend of changes in international economic and trade rules and take targeted measures to promote institution-based opening-up.
