新发展格局下构建更高水平开放型经济新体制是增添我国内循环新动能、提升我国外循环抗风险能力,促进国内国际双循环畅通高效的必然要求。当前,面临新兴科技和产业领域的国际规则与标准制定之争加剧、“逆全球化”趋势向纵深发展且影响规模逐渐扩大、全球经济治理体系亟须改革等复杂的外部环境,要利用我国工业体系、需求结构、科技创新实力、对外开放质量和国际影响力呈现向好趋势的内部基础,以服务业开放和服务贸易为重点,强调“边境内”制度建设,以深度参与全球经济治理体系改革为重点任务,以服务业开放为重点构建开放新格局,以自由贸易试验区打造制度型开放新高地,以国际组织、“一带一路”、双边和多边自由贸易引领经济全球化,加快构建更高水平开放型经济新体制。

Building a new system of a higher level of open economy under the new development pattern is an inevitable requirement to add new driving forces to China’s domestic circulation,improve the ability of China’s external circulation to resist risks,and promote the smooth and efficient dual circulation at home and abroad.At present,faced with the complex external environment such as the international rule disputes in emerging technologies and industries,the in-depth development of the anti-globalization trend and the gradual expansion of the influence scale,and the urgent need to reform the global economic governance system,China needs to make use of its industrial system,demand structure,scientific and technological innovation capabilities,quality of opening up and international influence,and focus on participating in the reform of the global economic governance system,building a new pattern of opening up with a focus on the opening of the service industry,and building a new pattern of opening up with a free trade pilot zone.Create a new highland of institutional openness,lead economic globalization with international organizations,the “Belt and Road”,and bilateral and multilateral free trade,and accelerate the construction of a new system of higher-level openness.
