Financial Development Policy Construction of Hainan Free Trade Port

当前,海南自贸港金融发展,既有战略、法律、独特金融政策等方面的优势,又面临经济基础薄弱、金融规模较小、创新试点落地周期较长等不少挑战。应推动制度透明化、公开化,树立政府信用和权威;优化营商环境,创新招商模式;改革土地出让制度吸引企业;建议设立海南金融改革开放规划设计领导小组;推进贸易、投资自由化便利化,打造金融的产业基础;推动试点政策创新,加大对外开放力度;加快地方金融发展和制度创新;推动金融机构业务、体制、数字化创新;大力发展绿色金融;探索配套改革和制度创新,推动海南自贸港金融高质量发展。

At present,the financial development of Hainan Free Trade Port not only has the advantages of strategy,law,and unique financial policies,but also faces many challenges such as weak economic foundation,small financial scale,and long implementation cycle of innovation pilots.We should promote the transparency and openness of the system,establish government credibility and authority;optimize the business environment and innovate investment models;reform the land transfer system to attract enterprises;propose the establishment of a leading group for planning and design of Hainan’s financial reform and opening up;promote trade and investment liberalization and facilitation,build the financial industrial foundation;promote pilot policy innovation,increase opening to the outside world;accelerate local financial development and institutional innovation;promote financial institution business,system,and digital innovation;vigorously develop green finance;explore supporting reforms and institutional innovations to promote Hainan High-quality development of free trade port finance.
