政府治理何以影响城市公共服务的空间供给——基于动态空间杜宾模型的分析

How Does Government Governance Affect the Spatial Supply of Public Service--Based on Dynamic Spatial Durbin Model

通过构建市级层面政府治理和公共服务供给水平的指标体系和动态空间杜宾计量模型,剖析政府治理在城市公共服务供给中的空间作用机制。研究发现,无论从短期还是长期来看,政府治理都可提升本地区公共服务供给水平,缩小地区间城市公共服务供给缺口,且长期效应产生的作用会大于短期效应;政府治理对于交通类等经济性公共服务供给有明显的正向空间外溢效应,从短期和长期来看均缩小了本地区和邻近地区与其他公共服务供给水平较高地区的缺口;当前政府治理对于本地区以医疗卫生为代表的非经济性公共服务供给水平在短期和长期内均有促进作用,但对周边地区未产生明显的外溢效应。政府治理在短期内对交通类公共服务供给的促进作用要强于对医疗卫生类公共服务供给的促进作用,但是长期来看,政府治理对医疗卫生类公共服务供给的促进作用会强于交通类公共服务供给的促进作用,医疗卫生类公共服务供给与交通类公共服务供给的差距会减小。

By constructing the index system of municipal government governance and public service supply level and the dynamic spatial Dubin measurement model,it analyzes the spatial mechanism of government governance in the urban public service supply.The study found that,in both short-term and long-term perspectives,government governance can increase the level of public service supply in the region and reduce the gap in urban public service supply between regions,and the long-term effect will be greater than the short-term effect;government governance has an obvious positive spatial spillover effect on the supply of economic public services such as transportation.It has narrowed the gap between this region and neighboring areas and other areas with high levels of public service supply in the short and long term.Current government governance has the non-economic public service supply level represented by medical and health care in this region has a promoting effect in the short and long term,but it has not produced obvious spillover effects on the surrounding areas.The role of government governance in promoting the supply of transportation public services in the short term is stronger than the role of promoting the supply of medical and health public services,but in the long run,the role of government governance in promoting the supply of medical and health public services will be stronger than that of transportation public services.With the promotion of service supply,the gap between the supply of medical and health public services and the supply of transportation public services will be reduced.
