“双循环”格局下零工经济从业者的社会保障——基于全民基本收入理念的分析

Social Security of the Gig Economy Workers under the Pattern of"Dual Circulation"--Analysis Based on the Concept of Universal Basic Income

“双循环”格局是我国进入新发展阶段的最主要特征之一,不同于中华人民共和国成立时自力更生的内循环发展模式,也不同于改革开放初期“两头在外”的发展模式,而是以国内大循环为主体、国内国际双循环相互促进的新发展格局。在“双循环”新发展格局下,企业组织要具备较强的灵活应变能力和弹性经营能力。以互联网平台为基础的零工经济用工方式,是企业组织适应“双循环”新发展格局和提高应对外部风险能力的主要办法。而要维持零工经济的用工方式,劳动者的社会保障必须到位。然而,当前的社会保障制度却难以覆盖零工经济的从业者,不利于劳动者权益的实现,无法为“双循环”格局的构建提供可持续发展的劳动力资源。基于此,本文借助全民基本收入这一理念,梳理了零工经济从业者在参与社会保障当中可能面临的主要难题,并针对这些难题提出了相应解决路径。

China has entered a new developing stage with"dual circulation"pattern,one of the most important pattern of this stage.Rather than the self-reliant internal circulation mode in the time when new China was founded,nor did the"two ends at the outside"development mode in the early stage of reform and opening up,"dual circulation"is a new development pattern,with domestic circulation as the main frame while domestic and international dual circulation promoting each other.Under the new development pattern of"dual circulation",enterprises should have strong flexible adaptability and operation ability.To adapt to the new development pattern of"dual circulation"and improve the ability to deal with external risks,enterprises will have to adapt the employment mode of gig economy,which is based on the Internet platform,as one of the important measures.The social security of gig workers must be in place to maintain the development of gig economy.However,the current social security system is difficult to cover the gig workers,which is not conducive to the realization of workers'rights and benefits,and is harm to sustainable labor resources provided for the construction of"dual circulation".Based on this,this paper combs the main problems that gig workers may face in registering in social security by citing the concept of Universal Basic Income,and puts forward the corresponding solutions to these problems.
