"Priority 2030 Plan":An Analysis of the New Round of Construction of World-class Universities in Russia

为应对国家发展目标调整和高等教育改革需要,2021年1月5日,俄罗斯政府启动“优先2030计划”。该计划取代“5-100计划”,开启俄罗斯新一轮世界一流大学建设。“优先2030计划”的目标任务、遴选标准、实施层面都有所优化,呈现新的建设特点,但是面临着高校发展两极分化、高等教育吸引力减弱、科研工作重量轻质、科研人员流失严重的现实困境。分析“优先2030计划”,对中国持续深化“双一流”建设有一定借鉴意义。

In response to the adjustment of national development goals and the needs of higher education reform,on January 5,2021,the Russian government launched the "Priority 2030 Plan".This plan replaced the "5-100 Plan" and starts new round of construction of world-class universities in Russia.The target,selection criteria,and implementation of the "Priority 2030 Plan" have all been optimized,showing new construction characteristics.However,the plan is facing the realistic dilemmas of polarization in the development of universities,weakened attractiveness of higher education,emphasis on quantity and underestimation of quality in scientific research,and serious loss of scientific research personnel.Analyzing the "Priority 2030 Plan" has certain reference significance for China to continue to deepen the "Double First-Class Initiative ".
