摘要
建设用地适宜性评价对城市规划和城市工程建设具有重要意义。以连云港市区为例说明基于负面清单的建设用地适宜性评价方法及其应用。建设用地适宜性的负面清单包括地质问题防范与平面空间布局约束两类,以这两类负面清单为基础构建建设用地适宜性评价指标体系。地质问题防范的负面清单根据对工程地质条件、水文地质条件、地质灾害及地震效应4个方面的不利因素分析生成,平面空间约束的负面清单反映城镇、农业、生态3个方面建设用地的限制。地质问题防范的负面清单采用层次分析法确定评价因子权重,平面空间约束的负面清单作为对工程建设的不同程度限制条件参与评价。基于GIS平台采用多目标线性加权函数模型和最坏情景理论进行建设用地适宜性分区评价。基于地质问题防范的负面清单评价结果显示,连云港市区建设用地地质环境适宜区和较适宜区合计面积为2550 km^(2),占比84.30%。适宜性一般区面积为372 km^(2),占比12.29%,区内分布有浅埋厚层软土和腐蚀性土,宜采取桩基础或地基处理方式消除软土等对工程建设的不利影响。适宜性差区分布在突发地质灾害高易发区,应建立群专结合监测预警体系。考虑平面空间约束负面清单后,工程建设区分布在适宜性一般区的面积为304 km^(2),占比43%。可以看出目前工程建设区主要集中在适宜性一般区,重点建设区域与生态环境脆弱区具有空间一致性,空间冲突较为强烈。
The evaluation of construction land suitability is of great significance to urban planning and urban engineering construction.This paper takes Lianyungang urban area as an example to illustrate the construction land suitability evaluation method and its application based on the negative list.The negative list for the construction land suitability includes two types according to geological problem prevention and spatial layout constraints.Applying these two types of negative lists,the evaluation index system for the construction land sutability is constructed.The negative list for prevention of geological problems is generated through analyzing unfavorable factors in four aspects:engineering geological conditions,hydrogeological conditions,geological disasters and seismic effects.The negative list of plane space constraints reflects the restrictions on construction land in three aspects:town,agriculture and ecology.The negative list of geological problem prevention uses the analytic hierarchy process to determine the weight of evaluation factors.The negative list of spatial layout constraints participates in the evaluation of engineering constructions at various degrees of restrictions.Based on the GIS platform,a multi-objective linear weighting function model and worst-case scenario theory are used to evaluate the suitability of construction land.Based on evaluation results of the negative list of geological problem prevention,the total suitable and comparatively suitable area for construction land in the urban area of Lianyungang is 2550 km^(2),accounting for 84.30%.The general suitability area is 372 km^(2),accounting for 12.29%.There are shallow buried thick layers of soft soil and corrosive soil in the area.Pile foundation or foundation treatment should be adopted to eliminate the adverse effects of soft soil on project construction.Areas with poor suitability are distributed in areas with high risk of sudden geological disasters,and a combined monitoring and early warning system should be established.Taking into consideration of the negative list of spatial layout constraints,the project construction area distributed in the general suitability area is 304 km^(2),accounting for 43%.It can be seen that the current engineering construction areas are mainly concentrated in general suitability areas.The key construction areas have a spatial correlation to those with fragile ecological environment.Thus,the spatial conflicts are relatively strong.
