基于风险管控的煤矿安全综合防控体系建设研究

Research on the Construction of Coal Mine Safety Comprehensive Prevention and Control System Based on Risk Management and Control

为更好的防治煤矿安全事故,针对基于隐患管理的煤矿安全管控体系现存的不足,提出了以风险管控为核心的煤矿安全防控体系建设策略和安全防控系统建设构架,探讨了如何进行风险管控的落实,通过及时辨识风险,进行风险动态监视以及隐患闭环管理,重点进行煤矿重大灾害风险管控、预警,并综合评估煤矿安全综合防控体系运行情况,有助于全面预控煤矿人员、设备以及环境等方面的安全风险,进一步提高煤矿安全防控水平,有效减少煤矿重特大安全事故的发生。

In order to better prevent coal mine safety accidents,in view of the existing shortcomings of the coal mine safety control system based on hidden danger management,a coal mine safety prevention and control system construction strategy with risk control as the core is proposed,and a safety prevention and control system construction framework is proposed to discuss if the implementation of risk management and control is im-plemented,through timely identification of risks,dynamic monitoring of risks,and closed-loop management of hidden dangers,the focus is on ma-jor coal mine disaster risk management and control,early warning,and a comprehensive assessment of the operation of the comprehensive coal mine safety prevention and control system,which is helpful for comprehensive forecasting.Control the safety risks from coal mine personnel,equipment and the environment,further improve the level of coal mine safety prevention and control,and effectively reduce the occurrence of major safety accidents in coal mines.
