摘要
自2014年起,福建省排污权交易开始试行。经过8年多的试点工作,福建省排污权交易的制度体系趋于完善,交易平台的建立与措施的多样化促进了排污权交易市场的发展。为了改善生态环境、推动绿色发展、促进人与自然和谐共处和实现减排目标,必须不断探索与发展,寻找适合福建省排污权交易的发展道路。由于福建省排污权交易实行时间尚短,许多方面尚无法系统地论证其有效性。根据福建省排污权交易试行至今的现实情况,系统回顾了福建省排污权的发展过程,分析其不足并提出对策建议,以期对福建省排污权交易的进一步完善提供帮助。
Emission rights trading in Fujian Province has been on trial since 2014,which has lasted eight years.Because the implementation time is still short,its effectiveness cannot be systematically demonstrated in many aspects.Based on the reality of trial implementation of emission rights trading in Fujian Province,this paper systematically reviews the development process of emission trading in Fujian Province,analyzes its shortcomings,and puts forward countermeasures and suggestions,in order to provide help for the further improvement of the emission rights trading in Fujian Province.
