中央环保督察视角下的城市群高质量发展研究——以成渝城市群为例

Research on the high quality development of urban agglomeration from the perspective of central environmental supervision——A case study of Chengdu-Chongqing urban agglomeration

生态环境保护督察是促进经济、环境、社会系统化高质量发展的有力举措。基于历次中央环保督察对成渝城市群环境问题的反馈情况,通过群众信访件的总体数量、人均数量、城市位序3个维度,对成渝城市群生态环境现状进行了横向和纵向比较分析。结果表明,群众反映的环境问题总量呈下降趋势;噪声污染、土壤污染、生态污染呈持续上升趋势;水污染、其他问题呈持续下降趋势;大气污染增幅最为明显。随着环境治理工作的系统化推进,常规污染得到了一定控制,但是非传统、非常规污染不断显现,成渝城市群环境治理压力依然较大。

The central environmental protection supervision system is a powerful measure to promote the systematic and high-quality development of local economy,environment and society.Based on the feedback of the central environmental inspectors on the environmental problems of Chengdu-Chongqing urban agglomeration,the ecological environment status of Chengdu-Chongqing urban agglomeration was compared and analyzed horizontally and vertically from three dimensions of total amount,per capita and rank.The results show that the total amount of environmental problems reported by the masses is declining.Noise pollution,soil pollution and ecological pollution are on the rise,while water pollution and other problems are on the decline,with air pollution increasing most notably.With the systematic promotion of environmental governance,conventional pollution has been controlled to a certain extent,but non-traditional and non-conventional pollution continues to appear,and the pressure of environmental governance in Chengdu-Chongqing urban agglomeration is still great.
