县域视角下的生态文明建设长效机制研究——以山西省右玉县为例

Research on the Long-Term Mechanism for Ecological Civilization Construction in the View of County Scale——Taking the Example of Youyu County in Shangxi Province

生态县建设是生态文明示范建设的基本载体,对于探索更大领域的绿水青山与金山银山之间的协调发展具有榜样性意义。我国生态县的建设随着国际国内环境政策的演变在大致经历了三个阶段的基础上,现已在全国普遍推广,积极探索一条“生产发展、生活富裕、生态良好”的有效发展之路是其根本目的。围绕这一目的,应构建以党的领导为核心,以文化建设为支撑,充分发挥政府和市场两种机制作用,发展地方特色产业链的生态县长效建设模式。像右玉这样的为了改善生存环境而开启的政府完全主导下的建设模式,虽有成功经验值得借鉴,但在现代化建设的腾飞时期,更应该让政府与市场协同发力,利用当地优势发展规模化的生态产业链,弘扬时代精神与传承传统文化并进,为生态县的长效建设助力。

To build the ecological county is the basic carrier for the construction of ecological civilization demonstration,which has the exemplary significance for exploring the coordinated development in larger scale between green mountain and golden mountain.In China,with the evolution of international and domestic environmental policies,the construction of ecological county has experienced three stages,and on this basis,it has been widely promoted in the whole country.Its final purpose is to explore the effective development road of“developing the production,wealthy life,and good ecology”.To realize this aim,we should set up a long-term construction model of ecological county which,centering around the leadership of the party and being supported by the culture cultivation,should give full play to the function of two mechanisms——the government and the market,and develop the industrial chain with local features.Although the construction model,like what Youyu county has done,being started and completely guided by the government to improve the living environment,has its successful experience to be borrowed,in the new period of rapid modern construction,the concerted efforts should be made together by the government and the market.We should make use of the local advantages to develop the ecological industrial chain in large scale,carry forward the spirit of the age and inherit the traditional culture,and assist the long-term construction of ecological county.
